New Mexico has a complex gaming past. When the IGRA was signed by the House in Nineteen Eighty Nine, it seemed like New Mexico would be one of the states to get on the American Indian casino craze. Politics assured that would not be the case.
The New Mexico governor Bruce King announced a task force in Nineteen Ninety to negotiate a compact with New Mexico Amerindian tribes. When the panel came to an agreement with 2 important local tribes a year later, the Governor refused to sign the agreement. He would hold up a deal until Nineteen Ninety Four.
When a new governor took over in Nineteen Ninety Five, it appeared that Amerindian gaming in New Mexico was now a certainty. But when the new Governor passed the accord with the American Indian tribes, anti-gaming groups were able to hold the contract up in the courts. A New Mexico court ruled that the Governor had out stepped his bounds in signing the deal, thus costing the state of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.
It required the Compact Negotiation Act, signed by the New Mexico government, to get the process moving on a full accord amongst the State of New Mexico and its Amerindian tribes. A decade had been burned for gambling in New Mexico, which includes American Indian casino Bingo.
The nonprofit Bingo industry has increased since 1999. In that year, New Mexico not for profit game owners brought in only $3,048 in revenues. That climbed to $725,150 in 2000, and surpassed one million dollars in revenues in 2001. Nonprofit Bingo revenues have grown steadily since then. Two Thousand and Five saw the greatest year, with $1,233,289 earned by the owners.
Bingo is certainly beloved in New Mexico. All types of providers look for a bit of the pie. With hope, the politicians are done batting around gambling as a hot button factor like they did in the 1990’s. That’s without doubt wishful thinking.
