New Mexico has a complex gaming background. When the IGRA was signed by Congress in Nineteen Eighty Nine, it looked like New Mexico might be one of the states to cash in on the Amerindian casino craze. Politics guaranteed that would not be the situation.
The New Mexico governor Bruce King appointed a working group in Nineteen Ninety to negotiate an accord with New Mexico Indian tribes. When the task force arrived at an agreement with 2 important local bands a year later, the Governor declined to sign the agreement. He would hold up a deal until Nineteen Ninety Four.
When a new governor took over in Nineteen Ninety Five, it seemed that Native betting in New Mexico was now a certainty. But when the new Governor signed the compact with the American Indian bands, anti-gambling forces were able to hold the deal up in courts. A New Mexico court found that the Governor had out stepped his bounds in signing the deal, thus denying the state of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.
It required the CNA, passed by the New Mexico government, to get the ball rolling on a full contract amongst the State of New Mexico and its American Indian tribes. A decade had been burned for gaming in New Mexico, which includes American Indian casino Bingo.
The nonprofit Bingo business has increased since 1999. In that year, New Mexico charity game owners brought in only $3,048 in revenues. That climbed to $725,150 in 2000, and surpassed one million dollars in revenues in 2001. Nonprofit Bingo revenues have increased constantly since that time. Two Thousand and Five witnessed the biggest year, with $1,233,289 grossed by the providers.
Bingo is certainly beloved in New Mexico. All sorts of operators look for a piece of the action. With hope, the politicos are through batting around gaming as a hot button issue like they did in the 1990’s. That is probably wishful thinking.
